take a piece of ribbon or yarn or and old belt and go to any craft store and and get some tulle it depends on how much you need for different sizes any color is ok. take it home and roll it up cut about every three inches it make little rolls of tulle. unravel one little thing of tulle and make a slipknot and put it on the ribbon and repeat until the tutu is done. tie the ribon in a bow and ta da tutu 4 u. no stitching involved go out and show the world:D

I got it, if that's any consolation. xD
Back on topic now.
To stop the strips of tulle from moving around, when you're done you can sew a seam down the length of the ribbon, that's how I did it.
