I had a friend come to me Tuesday morning/afternoon-ish (I'm in college, so they're sometimes the same thing) and asked me if I could work in making her previous costume better, since she had been Bellatrix Lestrange for Halloween one year, but the costume had fallen apart. Using cheap ribbon, a pair of cut up thigh-high stockings, and a thrift store dress she had from the first costume, I made the costume; you can see the result in the attachment.
I hand-hemmed the "sleeves," modified the dress from sleeved to sleeveless, then put [machine] buttonholes in both the dress and the sleeves; ribbon was used to lace them, sewn-in in one spot, and then tied and burned in another. The dress has random ruching to make it look like it has runs in the fabric and to make the dress uneven over the slip. When I can get some full body pictures, I will upload them.
Currently, my friend has felt under the weather, so we haven't gotten a chance to do a right, proper, crazy photo shoot.
As a side note, I am not a fan of the Harry Potter books/series, so don't expect me to get any references.
