Here's the tutorial. I'm sorry I don't have pictures of the actual project. My camera corrupted the in-between stages pics. I'll be happy to clarify any steps. Please show me your final skirts if you make one!

When you do get your camera back up, would you post a few larger pictures, particularly detailing how the tubes are attached to the skirt rectangles? Otherwise, good tut!

Okay, I went back to see if I could take some pictures and decided to just make another skirt, but a very small version, like for a doll so that it's a quick project. I also made the mini-skirt, the tubes, and the thread all in different color because I realize that the red tailed skirt had red thread and completely impossible to see details. I took pictures of the steps along the way. Here is the tutorial in picture steps! This is not a pretty sight, but the finished skirt is purty.
First, the mini skirt (grey, skirt rectangles sewn together) and the two tubes sewn together (yellow, Tube A+Tube B)

Now, sew the tube to the skirt (right sides together).

Continue sewing around the skirt.

Sew completely around until you meet the other side of the tube.

Continue sewing along the top part of the tube until you get this:

You are now done! Don't sew down the side of the tube.
