my frined taught me this trick recently
and she uses it for everyday use
but it could easily be enhanced for halloween
she uses paint pigments as eyeshadow
you can get it at the craft store
i think she said in the scrapbooking section
yeah sounds weird
she gets the little cups/tins of it
and its safe too
just dont get it in your eye ( as with all other makeup)
its awesome cause you can get all the crazy bright colors
and they are as bright on your face too
she just applies them with a regular makeup brush

I would be a bit wary of using non-makeup stuff around my eyes... That skin is really thin you know.

another option is to get the huge el-cheapo eye shadow palettes and using them with a dab (note: a dab is a very, very, very small amount, too much and it will be the wrong consistency) of moisturizer or in an absolute pinch, cold cream, though I must admit, for some needs this may be wholly inadequate... It should work fine for most applications, but anything with a lot of blending or detail and you'll need to dish out for theatrical. Might I suggest Ben Nye? It's a fabulous brand and fairly well priced. (Gasp, I said brand... is that allowed?) I might post a tute later for some intense halloween makeup (bruises, scars, cuts, gashes...)
