how would i make a vest like this for holloween

oh yeah the sweeney todd vest. I've made one before. If theres a vest pattern out there on the forums use that. But modify the front pattern piece to extend across your whole front and not just meet in the middle. This way the vest will be double breasted, just like Sweeney's. The little standing collar is just a rectangular strip that you add to the collar area. The actual costume fabric is linnen. sithcamaro.com has alot of good photos of his sweeney todd costume, his is screen accurate if you wanted yours to match
